Evaristo is an experienced professional with over 14 years of expertise in Mexico's railway sector. He has been actively involved in the implementation of various infrastructure projects, including the Celaya Railway Bypass, the Relocation of the Durango Railway Yard, the Salamanca Railway Confinement, the Matamoros-Brownsville International Bridge, and the coordination of Urban-Railway Coexistence and Railway Safety programs, which facilitated the construction of multiple grade-separated vehicular crossings across different states in the country.

Since the establishment of the Regulatory Agency for Railway Transport in 2016, Evaristo has played a pivotal role in designing its organizational structure. He initially served as Director of Litigation and Dispute Resolution and later as General Director of Legal Affairs. Between March 2016 and April 2021, he contributed to developing strategies to ensure the legality of the agency's legal actions, coordinated public procurement procedures, and oversaw the drafting and modification of Concession and Assignment Titles in railway transport. 

From June 2021 to October 2022, Evaristo served as Director of Coordination and Contracts within the General Directorate of Material Resources and General Services at the Ministry of Health. He also acted as Technical Secretary of the Acquisitions, Leasing, and Services Committee and chaired the Review Subcommittee for Public Tenders within the Ministry of Health.

From October 2022 to September 2024, Evaristo held the position of Head of the Regulatory Agency for Railway Transport, where he led the national strategy for the railway sector through regulation, promotion, oversight, and verification of public railway transport services and auxiliary services. He ensured the interconnection of the railway system and promoted the integration of railway terminals with multimodal operations.

Evaristo holds a Law Degree with Honors from the Aragón Faculty of Higher Studies at the National Autonomous University of Mexico and a master’s in law, graduating with excellence from the Technological University of Mexico.
