Karla holds a Law degree from the Technological University of Mexico, she is a specialist in Administrative Law and Public Procurement, with over 17 years of experience providing legal advisory and reviewing procurement procedures at all stages, including enforcement and termination.

During her professional career, Karla collaborated with Pemex Exploration and Production, particularly in the Exploration Subdivision, managing procurement processes such as open tenders, referential agreements, simplified operations, requisitions, direct awards, and invitations to at least three entities, as well as specific contracts, agreements, and contracts with Pemex Procurement International, Inc., in accordance with the specific requirements of the associated areas. Karla oversaw the formalization, compliance, payment management, preparation of delivery records, and contract termination acts. Her experience in public procurement also includes monitoring Exploration and Extraction Contracts (CEE) and interacting with the National Hydrocarbons Commission (CNH).
Karla has extensive experience managing audit processes, including those conducted by Internal Control Bodies and the Federal Audit Office.
Her expertise includes the legal coordination and management of significant public contracts related to infrastructure projects under the direction of the Ministry of National Defense. She has advised and managed procurement processes, contract formalization, and agreements for landmark projects such as the Mayan Train Section 5 South, El Cuchillo Aqueduct, Campeche Light Rail, among others.
