On May 8, 2026, Mexico\u2019s DOF published the Decree issuing the Implementing Regulations (the \u201cImplementing Regulations\u201d) of the Law for the Promotion of Investment in Strategic Infrastructure for Development with Well-Being (\u201cLFIIEDB\u201d). The Implementing Regulations entered into force on May 9, 2026.<\/p>\n

Spanning 17 Titles and 320 Articles, the Implementing Regulations are the primary regulatory instrument for the LFIIEDB. In addition to operationalizing the Mixed Participation Schemes, project eligibility procedures and the structure of Special Purpose Vehicles (\u201cSPV\u201d), they expand\nthe Law's definitional catalogue with key project-finance concepts (including Weighted Average Cost of Capital (\u201cWACC\u201d), Internal Rate of Return (\u201cIRR\u201d), FinancialEconomic Model, Risk Allocation Matrix, Contingent Liabilities and Payment Source) reducing discretion in the evaluation of projects before the Strategic Planning Council for Investment in Infrastructure (Consejo de Planeaci\u00f3n Estrat\u00e9gica para la Inversi\u00f3n en Infraestructura) (the \u201cCouncil\u201d).<\/p>\n<\/div>\n<\/div>\n<\/div>\n
